What was the Transitional Council and what were its functions?

It was created by the Guidelines for establishing the Benefits Council and carrying out the election in which retirees and active employees of the Government of Puerto Rico are eligible to vote to elect the people who will represent them in the Benefits Council for a period of 4 years. The Transitional Council will identify and secure the resources it deems necessary, including an electoral process administrator, to ensure that the election is a fair and transparent process. Transitional Council or Benefits Council during its Transition Period Identified and contracted the resources it deemed necessary, including an elections process administrator, to ensure that the election was a transparent and fair process.

Additionally, the Transitional Council ensured that the Government of Puerto Rico made the required deposits and complied with the conditions for withdrawing funds from THE RESERVE to pay pensions until the elections were held to select the members of the Pension Benefits Council.
