Friday, September 15, 2023 at 5:01 p.m. – Notice is hereby given of the closing of the Voting Period to elect the candidates who will form part of the Pension Benefits Council for a four-year term.
The next step in the election process is the tabulation of the votes cast, to be conducted by Kroll, LLC, the election administrator.
In accordance with Article 6.6, “Notice of Election Results,” of the Regulations, once the vote tabulation is completed, Kroll, LLC will announce the certified results through simultaneous notifications as follows:
1. By postal mail to all participating candidates
2. On the Pension Benefits Council website: consejodebeneficios.org
3. By press release
Such notification will include the number of votes received by each candidate and the candidates elected in each voter group: Employees Retirement System (SRE), Teachers Retirement System (SRM), Judiciary Retirement System (SRJ), and Active Employees.
The CANDIDATES certificates who will participate in the election to serve on the Pension Benefits Council for a four-year term beginning January 1, 2024,will be selected as follows:
- 5 Retirees from the Central Retirement System, the Teachers’ Retirement System, and the Judiciary Retirement System
- 1 Employee of the Government of Puerto Rico
The Pension Benefits Council The Pension Benefits Council is a nonprofit entity established under the Governance and Administration Guidelines of the Pension Reserve Trust (the “Guidelines”), which was created by Puerto Rico’s Plan of Adjustment confirmed by the Federal Court on January 18, 2022, to help pay retirees’ pensions in future years.
The 6 Candidates who are elected Six (6) elected candidates will form the Pension Benefits Council together with three (3) additional members designated by the Financial Oversight and Management Board for Puerto Rico (1), American Federation of State, County and Municipal Employees / Servidores Públicos Unidos (1), and the Governor of Puerto Rico (1).
The Pension Benefits Council will oversee and ensure that the Government of Puerto Rico complies with the requirements established in the Guidelines regarding deposits into and conditions for withdrawing funds from the Pension Reserve to pay pensions.
Nominations and Eligibility
The nomination process was conducted in accordance with the Guidelines and the Election Regulations approved by the Pension Benefits Council. The Election Administrator, Kroll Inc., certified that 21 nominated Retirees and Active Employees met the following eligibility requirements:
- Employees’ Retirement System (ERS): Employees appointed under Act No. 447 of May 15, 1951, as amended—on or before March 31, 1990, or appointed under Act No. 1 of February 16, 1990—on or before December 31, 1999.
- Teachers’ Retirement System (TRS): Teachers appointed under Act No. 91 of March 29, 2004, who, as of March 14, 2022, had at least ten (10) years of credited service.
- Judiciary Retirement System (JRS): Judges appointed under Act No. 12 of October 19, 1954, as amended, who, as of March 14, 2022, had at least ten (10) years of credited service, of which at least eight (8) years were credited as judges.
- Reside in Puerto Rico
- Complete and submit a notarized Nomination Form on or before May 22, 2023.
- Participate in a Candidates’ Meeting
Elections
The Election Period begins on August 18, 2023, with the mailing of ballots to more than 200,000 Eligible Voters (retirees and active employees entitled to receive an annuity from the Central Retirement System, the Teachers’ Retirement System, or the Judiciary Retirement System), and and ends on September 15, 2023..
here will be three ways to vote:
- By mailing your ballot
- By depositing your ballot at one of the Voting Centers on the island
- By using the Election Administrator’s online portal, Kroll Inc.

Below are the Certified Candidates by group.
Pensioners of the Central Retirement System may vote for 2 candidates, pensioners of the Teachers’ Retirement System may vote for 2 candidates, pensioners of the Judiciary Retirement System may vote for 1 candidate, and active employees may vote for 1 candidate.
Employees’ Retirement System (SRE)
Sonia M. Palacios de Miranda
#1 on the ballot
Retired from the Department of Justice, where she served as assistant to four Secretaries, and was the first female Deputy Director of the NIE, responsible for establishing the Interpol Office. She also served as a prosecutor and as a Property Registrar.
She is affiliated with Construyamos Otro Acuerdo and the Front in Defense of Pensions.
Emilio R. Torres Antuñano
#2 on the ballot
He worked for 25 years at the Government Development Bank until 2010, when he retired under Act 70/2010 (Incentivized Retirement Program). He served as Director and Vice President of the Financial Analysis area in the Investments and Treasury Department.
He served as a representative on boards and committees of government agencies such as Treasury, Agriculture, and the Retirement System (as a representative of active employees). In the private sector, he served as a trustee at Auxilio Mutuo Hospital and on the Pension Committee of Ana G. Méndez University.
He currently serves as a financial advisor and consultant to various financial and non-financial institutions on risk management matters.
Dr. Rafael Ángel García Colón
#3 on the ballot
He currently serves as a financial advisor and risk management consultant to various financial and non-financial institutions.
As a public servant, he distinguished himself at the Yauco Health and Treatment Center and later at the Yauco Area Hospital. He served as Medical Director at the Peñuelas Health and Treatment Center for 25 years, as well as in his private practice.
In 1996, he was elected Representative for District 23, which included the municipalities of Yauco, Guayanilla, Peñuelas, and part of Ponce, where he served for three consecutive terms. He served as Chair of the Health Committee.
María Teresa (Maritere) Rodríguez Torres
#4 on the ballot
He worked at the Government Development Bank for 35 years.
For decades, she has been part of the labor movement and has served as President of the Independent Union of the Government Development Bank and as Vice President of the Central Puertorriqueña de Trabajadores.

Pablo Crespo Claudio
#5 on the ballot
For decades, she has been active in the labor movement, serving as President of the Independent Union of the Government Development Bank and as Vice President of the Central Puertorriqueña de Trabajadores.
He served as General Manager of a Section 936 company and as Director of Auxiliary Enterprises at Ana G. Méndez University.
In public service, he has held the following positions: Assistant Secretary for Finance at the Department of Education; Assistant Vice President and Deputy Director of the Housing Finance Authority; Secretary of Administration of the Senate; and Executive Director of AEELA.
Carmen Haydeé Núñez Rodríguez

She is a retiree of the State Insurance Fund Corporation, where she worked for 30 years. She served as a Public Policy Advisor and as Executive Director of the Secretariat.
Actualmente, es mediadora y árbitro de FINRA (Financial Industry Regulatory Authority).
En el 2017 fue nombrada por el Síndico de los Estados Unidos al Comité Oficial de Retirados (COR) para representar a los Pensionados de Puerto Rico en el caso de quiebra bajo el Título III de la Ley Promesa. Actualmente, es presidente del Consejo de Beneficios de Pensiones en el periodo de transición.

Ramón Santiago Fernández
#7 en la papeleta
Comenzó su carrera en el servicio público en 1989 trabajando siete meses en la Oficina de Presupuesto y Gerencia. Luego, se desempeñó durante veintiséis años como mediador de conflictos obrero-patronales en el Departamento del Trabajo y Recursos Humanos. Como árbitro y mediador desarrolló las destrezas de escuchar y buscar soluciones negociadas a las controversias.
Posee una maestría en Administración Pública de la UPR y el grado de Juris Doctor de la Universidad Interamericana.

Sistema de Retiro de Maestros (SRM)
Domingo Madera Ruiz

Graduado de la Universidad Interamericana con un Bachillerato en Educación Elemental y una concentración menor en Matemáticas.
Trabajó como maestro de educación elemental por 32 años en San Germán. Fue miembro de la Junta de Síndicos del Sistema de Retiro para Maestros del 1998 al 2002, y del 2011 al 2014.
Ocupó la presidencia de la organización magisterial Educadores Puertorriqueños en Acción en 1999, donde actualmente es director ejecutivo. Ha estado activo en muchas luchas en pro del magisterio puertorriqueño y de los maestros retirados. Está retirado del Departamento de Educación desde el 2001.

Estudió en la Pontificia Universidad Católica obteniendo un Bachillerato de Ciencias en Educación Secundaria con especialidad en la Enseñanza de Inglés como segundo idioma. Posee además una Maestría en Educación Primaria. Trabajó en el Departamento de Educación de Puerto Rico desde 1989 al 2014. Durante su desempeño magisterial perteneció al Northern T.E.S.O.L Chapter. Se jubiló en julio del año 2014, y actualmente forma parte del Sistema de Retiro para Maestros.
Ingresó a la A.M.P.R. en el 1989, y actualmente preside la Junta Local de Arecibo. También pertenece a la Junta de Conexión Laboral Norte Central.

Es retirado del Sistema de Retiro para Maestros. Es miembro de varias juntas de directores, entre ellas: la Asociación de Maestros, el Hospital del Maestro, la Égida del Maestro, y finalmente en la Liga de Cooperativas de Puerto Rico es presidente del Consejo Metropolitano. En el 2022 fue Presidente de la Junta de Directores de Educoop.
Steven E. Díaz Escobales

Posee un Grado Asociado en Contabilidad; un Bachillerato en Administración Comercial con concentración en Contabilidad; un Bachillerato en Educación Bilingüe; una Maestría en Enseñanza del inglés como segundo idioma; y una Maestría en Administración y Supervisión Educativa. Además tiene 32 créditos conducentes al grado doctoral.
Trabajó como maestro recurso y maestro de inglés elemental, profesor de inglés y educación a tiempo parcial en la Universidad Ana G. Méndez.
Ha pertenecido a las siguientes organizaciones magisteriales: Federación de Maestros, National Education Association, Asociación de Maestros, y American Federation of Teachers.

Armando Montero González

Se desempeñó como maestro durante 19 años. Colaboró en la confección de los Estándares de Excelencia, de Educación de Valores, del Desarrollo del Pensamiento, de Integración Curricular y de Temas Transversales, entre otros.
Presidió la Asociación de Educación Física y Recreación de Puerto Rico. Fue Director Escolar en la comunidad del residencial Luis Lloréns Torres durante 12 años. Se integró al comité ejecutivo de la Organización Nacional de Directores Escolares de Puerto Rico y al comité consultivo del Programa de Jóvenes de Puerto Rico en Riesgo.
Actualmente preside la Federación de Asociaciones de Empleados Gerenciales.

Posee estudios de Técnico en Ingeniería Civil, Bachillerato en Economía y es licenciado en Derecho.
Por 40 años se dedicó al servicio público como subdirector de la Administración de Servicios Generales, director de la División Legal de la Autoridad de los Puertos, y como Juez Superior del 1996 al 2008, cuando se jubiló.
Es un reconocido líder voluntario en el Movimiento Cooperativo. Fue presidente de la Junta de Directores de la Cooperativa de Ahorro y Crédito de Arecibo; y tesorero de la Junta Directiva del Grupo Cooperativo de Seguros Múltiples.

Posee un Bachillerato en Administración de Empresas (Contabilidad) de la UPR en Mayagüez y un Juris Doctor de la Facultad de Derecho de la Universidad Interamericana.
Fue oficial jurídico y director del Panel Central del Tribunal Supremo. Del 1991 y al 2006 ocupó las posiciones de Juez de Distrito, Juez Superior, y Juez Apelativo. Del 2001 al 2006, fue Juez Administrador de las Regiones Judiciales de Humacao y San Juan. Ha pertenecido a comités asesores del Tribunal Supremo. Actualmente, es integrante del Consejo de Beneficios del Fondo de Reserva de Pensiones en el periodo de transición.

Tiene un Bachillerato en Educación Física Elemental y Adaptada de la UPR en Bayamón y una maestría en Diseño de Currículo y Enseñanza en Educación Física de la Universidad Interamericana.
Es maestro de Educación Física de segundo a séptimo grado en la Escuela José Pagán De Jesús de Vega Alta. Cuenta con casi 23 años de experiencia en el sistema público de enseñanza.
Fue electo representante por la Región de Arecibo desde el 2016, luego Secretario de Formación Sindical; y en el 2022 fue electo secretario general de la Asociación de Maestros Local Sindical (Ley 45).
